All U.S. employers must properly complete Form I-9 for each individual they hire for employment in the United States.
This includes citizens and noncitizens. Both employees and employers (or authorized representatives of the employer) must complete the form.
When completing the I-9, the employer or authorized representative must physically examine, with the employee present, each document presented to determine if it reasonably appears to be genuine and relates to the employee presenting it.
Reviewing or examining documents via webcam is not permissible.
If the employer uses a notary public, the notary public is acting as an authorized representative of the employer, not as a notary. The notary must perform the same required actions as an authorized representative.
